With a new Top Two primary system in place, the two candidates with the most Primary votes in each race will move on to the General Election, even if it means that two members of the same party will face off in November. Thirty-eight of Washingtons 39 counties have adopted an exclusive vote by mail system for elections. Thus, tens of thousands of ballots remain to be counted before final results will be determined. Secretary of State Sam Reed has estimated that about 27% of registered voters returned ballots. Despite the fact that ballots will continue to be counted in coming days, the results in most races are clear. U.S. Senate In the race for U.S. Senate, incumbent Democrat Senator Patty Murray obtained just over 46% of the votes tallied last night. She will face Republican challenger Dino Rossi in NovemberRossi obtained about 34% of the vote, with other Republican candidates accounting for another 15%. U.S. House of Representatives Washington has nine Congressional Districts, and last nights results seemed to show that at least six incumbents seeking reelection appear comfortably headed toward reelection in November. Incumbents in the 2nd and 8th Congressional Districts appear to be facing close races this fall, and the contest for the open 3rd Congressional District (incumbent Democrat Brian Baird is not seeking reelection) may be very close as well. In the First Congressional District, incumbent Democrat Congressman Jay Inslee obtained nearly 57% of the Primary vote. Hell face Republican challenger James Watkins, who received just over 26% of the vote. In the Second Congressional District, incumbent Democrat Congressman Rick Larson obtained nearly 43% of the Primary vote. Hell face Republican challenger John Koster, who received just about 41% of the vote. In the Third Congressional District, incumbent Democrat Congressman Brian Baird is not seeking reelection. Democrat candidate Denny Heck, a former state legislator and political commentator obtained nearly 40% of the Primary vote. Hell face Republican challenger Jaime Herrera, who received nearly 27% of the vote. Votes cast for other Democrat and Republican candidates in the race suggest that the fall campaign will be hotly-contested. In the Fourth Congressional District, incumbent Republican Congressman Doc Hastings obtained over 58% of the Primary vote. Hell face Democrat challenger Jay Clough, who received nearly 23% of the vote. In the Fifth Congressional District, incumbent Republican Congresswoman Cathy McMorris Rodgers obtained over 62% of the Primary vote. Shell likely face Democrat challenger Daryl Romeyn, who received just over 12% of the vote. In the Sixth Congressional District, incumbent Democrat Congressman Norm Dicks obtained just over 57% of the Primary vote. Hell face Republican challenger Doug Cloud, who received just over 28% of the vote. In the Seventh Congressional District, incumbent Democrat Congressman Jim McDermott obtained nearly 79% of the Primary vote. Hell likely face Independent challenger Bob Jeffers-Schroder, who received less than 7% of the vote. In the Eighth Congressional District, incumbent Democrat Congressman Dave Richert obtained nearly 48% of the Primary vote. Hell face Democrat challenger Suzan DelBene, who received just over 26% of the vote. Votes cast for other Democrat and Republican candidates in the race suggest that the fall campaign will be hotly-contested. In the Ninth Congressional District, incumbent Democrat Congressman Adam Smith obtained about 52% of the Primary vote. Hell face Republican challenger Richard Muri, who received nearly 25% of the vote. State Senate Democrats currently hold a 31-18 majority in the Senate. Members of the Senate serve four-year terms, with half of the Senate seats up for election every two years. Twenty-five of the Senates forty-nine seats are up for election in November. Of the twenty-five seats up for election, nineteen are currently held by Democrats, and six are held by Republicans. Washingtons Top Two Primary Election system appears to have resulted in at least two Senate races in which the two General Election candidates will come from the same party. The race in the 31st Legislative District appears likely to result in two Republicans (incumbent Republican Senator Pam Roach and Republican challenger Matt Richardson) facing off in the General Election. The race in the 38th Legislative District has resulted in two Democrats (incumbent Democrat Senator Jean Berkey and Democrat challenger Nick Harper) facing off in the General Election. Primary Election results suggest that a number of Democrat incumbents face strong challengers this fall. Members of the House serve two-year terms, and all seats in the House are up for election every two years. Primary Election results suggest that a number of Democrat incumbents face strong challengers this fall. Additionally, the General Election will also include at least one House race featuring two Republicans. In the Second Legislative District Republican incumbent Representative Tom Campbell will face a strong challenge from Republican candidate J.T. Wilcox.
