Sorensen Date: March 16, 2010 Re: WAHU Legislative Report2010 Symposium 2010 Legislative Session AdjournsGovernor Calls Special Session to Address Tax/Budget and Jobs Issues The 2010 Regular Legislative Session adjourned early in the evening on Thursday, March 11less than three hours before the end of the last day of the 60-day limit for the session as provided by the state constitution. With more than 1500 bills introduced since early January, approximately 261 have been approved by the legislature and have been sent to the Governor. April 3 is the last day for Governor Gregoire to take action on bills passed during the Regular Session. Because there is no pocket veto in Washington State, if the Governor fails to take action on a measure, it becomes effective without the Governors signature. Unless otherwise specified, measures passed by the Legislature become effective 90 days after the close of the session, which means that the effective date for many bills will be June 10, 2010. Shortly after the 2010 Regular Legislative Adjourned, Governor Gregoire held a press conference to announce that a special session would be convened on Monday, March 15. The purpose of the special session is to complete work on a supplemental budget and related tax package that is necessary to address an estimated $2.8 billion budget shortfall. Governor Gregoire also indicated that legislators need to address legislation to encourage job growth. Although the Governor expressed hope that the special session might last a week or less, once convened, the state constitution provides that a special session can run for 30 days. Legislators are anxious to return to their homes. Many are already preparing for a busy election season later this year, with all 98 seats in the House of Representatives up for election, along with half of the 49 seats in the Senate.
